CEG Tobacco
Tobacco (Nicotiana tabacum L.) produced for leaves is currently grown in 12 EU countries, with the primary producers being Italy, Greece, Spain, Poland,Croatia, France, Hungary, and Bulgaria. These eight countries account for 99% of total EU tobacco production. The ongoing reduction in cultivated areas is largely attributed to declining tobacco consumption.
Production and Varieties
Tobacco yields vary between one and three tonnes per hectare, depending on the variety. The EU's production is dominated by:
- Flue-cured (Virginia) varieties – 71% of total output
- Light-air-cured (Burley) varieties – 16%
- Sun-cured (Oriental) varieties – 7%
- Other varieties (dark-air-cured and fire-cured) – 6%
European Union contributes less than 2% of global raw tobacco production. In 2018, the EU imported approximately 420,000 tonnes of raw tobacco - reflecting an upward trend - while exports stood at 120,000 tonnes, following a declining trajectory.
Regulatory Framework
The EU's tobacco sector is governed by Regulation (EU) No 1308/2013, which defines raw tobacco (CN code 2401) and establishes provisions for interbranch organizations within the sector.
